HECAS

The Higher Education Centralized Admission System (HECAS) is a centralized online admission system for local higher education institutions and for government scholarships to overseas institutions under the purview of the Scholarship Section, Ministry of Education.


HECAS is opened twice a year. The 1st round opens in February and the 2nd Round opens in August. Programmes offered during these two rounds may vary.

Programs offered

  • Higher National Diploma (HND)
  • Diploma level 5
  • Degree

Government Overseas Scholarship under the Scholarship Section, Ministry of Education will ONLY offer programmes during 1st Round of HECAS in February.

Who can Apply?

HECAS is opened for holders of valid Brunei Darussalam issued identity cards (yellow/purple/green).

Applicant procedures

  1. Read and understand the HECAS Guidelines at https://hecas.moe.gov.bn/
  2. Register and submit the HECAS online form at https://hecas.moe.gov.bn/
  3. Make payment online or in person with cash.
  4. Log in to HECAS to check for overdue payment and to save/print application.
  5. Submit all documents listed on the Institution Checklist
